No; the process of adapting the Model Manual to your needs starts by identifying who within your organisation does what, and who could fulfil the required functions for approval.
The manual is then adapted to your organisation by redirecting the roles and responsibilities accordingly.

How large an organisation do we need to be to get a Design Organisation Approval? |
It depends on what you are going to do: EASA will expect the organisation to have personnel who are adequate in number and competence for the scope of work requested.
If you are designing modifications within a limited scope of technology, a team of a few people may be considered adequate; if you plan to design a complex aircraft, the Agency would expect the design team to be bigger. In practice, a minimum of three people is usually required if only to have a Compliance Verification Engineer who can independently verify certification documents. However, AeroSynergy can help there also.

| What is compliance verification: |
Part of the Design Assurance Process required by EASA is that all reports, analyses and other ‘showings of compliance', to be submitted for certification, must be verified by a ‘Compliance Verification Engineer'. The CVE, who must be independent of the work, checks that compliance with the requirements has been shown.
